Is it each item must be over $10 to be in hot deals vs free stuff or is it the total amount in the post?

Anyway, I apologize if this is a repost

(I confess I was only looking for the romance section, but I'm sure there are other freebies in other genres too)

The items are a bit scattered (and when I tried to sort by price, the first item had a dollar amount and not FREE) so, the first link is to the first main(?) page here
