The iTunes App Store now offers downloads of Skype for Apple iPad for free, released today. It allows calls to landlines and mobile phones (if you have Skype Out), searching and adding people from the Skype directory, ability to run in the background to avoid missing calls, saving phone numbers without having to create a contact, and more.
