Amazon , Walmart, and Total Wireless all sell the activation SIM for $9.99. I read on a support forum that Target sells them for $1.00 - but after checking Target.com , I found only data refill cards, no activation cards.
I went to my local Target , and sure enough, they had an entire hanger full of the activation cards for $1.00 each.

This does not appear to be a time/date sensitive sale, as the forum post on the $1 price was from early March. For whatever reason, Target 's website does not show this as a product, but local stores have stock at 10% the cost anywhere else.
