​"From now through March 22, 2016, use 20% fewer points for virtually any charge you've already made."

For me, these steps worked to get to the pay-charges-with-your-points interface, which showed the 20% less points needed:

  1. Log in to mericanexpress.com
  2. Pull down Rewards
  3. Pick Use Points
  4. Under Featured Rewards, it lists Use Points For Your Charges
  5. Pick that, go through Get Started, and use up your points to pay card charges
